The packs themselves work fine, it's the graphics, stuck animals, tourists and faulty world that cause crashes with each of them. Not sure what it is about them that crashes your game, but you could try disabling rain/hail effects with seasons, using NRAAS register to turn off wild animals and limit tourists, and just never loading up the world that comes with island paradise. Unfortunately those packs usually include some of the expansions you have listed above as not wanting to use. I don't know about many base game only worlds I'm afraid, but there are worlds that require only a few packs.
